Luis was born in Taiwan and immigrated to Paraguay as a teenager. After relocating to San Jose, California, he joined the United States Army. After serving active duty in San Antonio, Texas, he joined the Army Reserves in California. After moved to Houston, he became involved with AAPI representation and promotion. Luis created a foodie meetup event called Chinatown Crawl and a restaurant directory at Visit Chinatown HTX.

Luis wears many hats in helping community to thrive. He founded Asian Pacific American Employee Resource Group (APA ERG) Houston Chapter at Comcast. He is actively involved to promote AAPI cultures and businesses in the Houston community.
